Do cabin crew use the same competencies and observable behaviours as the pilots?
No. Cabin crew have their own setup inside the same airline: their own competency framework, observable behaviours, grading scale and forms. The flight-deck setup is not changed by it, and both are read in the same record.
Does EBT apply to cabin crew?
EBT under ORO.FC.231 is a flight crew requirement. What applies here is competency-based assessment with recorded evidence, which is a method rather than an obligation.
